Where it stops
When the regulation does not answer, you get told that
40 CFR 84.106(a)(3)(ii) excludes appliances in the “residential and light commercial air conditioning and heat pump subsector.” The word subsector is defined in Part 84 only at 40 CFR 84.52, and those definitions apply, by their own words, only to Subpart B. Section 84.106 is in Subpart C. Subpart C chains unmatched terms to 40 CFR 84.3, and 84.3 does not define the word. The one definition that does exist defines subsector using the word subsector.
So this pack does not decide whether your appliance falls inside that exclusion. The Tier 0 agent is instructed to identify that boundary and ask for human review rather than inventing an answer.
In this download, an abstention is presented in Copilot Chat with its named cause; it is not an automated runtime event or a persisted record. The separate runtime tier is what stops and records an abstention as an auditable artifact.

What you get back is a draft marked unconfirmed. Every field shows its source. Then it stops and asks a person to check it.
When an inspector asks, the record is there with its rule text beside it. Where the regulation does not decide, it says so by name and asks for a person. It does not guess.

What the first hour actually looks like
Install is an IT job: your team drops the agent file, prompts, and rules pack into a repository they already use, then picks the Refrigerant Closeout Specialist in Copilot Chat. No credential, MCP server, store, namespace, service, or connection to any of your systems is part of that install.
Then you use the bundled draft prompt with a de-identified scenario. You watch the agent present only the facts you supplied, cite receipt and excerpt IDs beside its fields, keep the not-legal-advice boundary intact, and name any question the committed rule text does not decide.
That walkthrough shows you one thing and we will not claim it shows more: that the repository agent installs, reads the committed rules and receipts, and drafts the way this page says it drafts. It does not connect to your field-service system, your ERP, or any record of yours, because nothing in this Tier 0 download does that. Running it against your own closeouts is your next step, with your own data in your own repository.

Every delivered payload file is listed by digest in a signed manifest, and a verifier is included so you can check that your download matches it. The manifest itself is protected by that signature. The signature is an integrity binding rooted in our repository — it lets you detect a changed or corrupted file. It is not an externally rooted authenticity claim, and we do not describe it as one.
The owner or operator of appliances subject to federal refrigerant recordkeeping, and the people inside that organization who keep the records. The rules pack names the duty-holder for each provision, because the two provisions in scope do not place their duties on the same party.
